This paper describes Community Tips (www.communitytips.org), a comprehensive system for anonymous tips via the short message service (SMS) and a companion web portal. The web portal has a publicly accessible interface for community members to learn about the system as well as to submit tips. Users can provide additional information beyond uploading images and tips to include information about specific persons, vehicles, and locations involved as well as personal identifying information. In addition, the web portal has a law enforcement only section where registered law enforcement agencies login to search and review tips, provide comments and revisions (without altering the original tip) and link related tips together.
